Why it has to be provable
Charter and passenger-vessel liability insurers, and USCG documentation for inspected vessels, expect a logged pre-departure safety check; a lapsed PFD count or expired flare kit is a direct exposure point after any on-water incident.
A verbal check doesn't leave a record when a passenger incident or insurance claim asks what was verified before leaving the dock. Scanning the tag at the helm timestamps the check against that vessel, keeps photos of the safety gear, and flags anything overdue before the next charter boards.
